So... Why even release the level editor if they're just going to go through the work of changing it? There must be some kind of legal thing going on, or at least I would hope so. It MUST cost more money to change something rather than just port it as-is. What the heck?
Anyway, I never played the game, but do the maps really even matter (enough to want to make your own?)? In all the other tactics games I've played, the actual terrain doesn't matter outside of actual obstacles (LOS mostly). Do you get height-advantages or cover bonuses and the like?

Actually it is a legal thing. Basically they're changing the level editor because people can make offensive/obscene maps (swastikas, genitalia, etc.) and Nippon Ichi, being a small company, doesn't have the resources to monitor user made content like Sony does with Little Big Planet. It's not a big deal in Japan but the laws are different in the US. Not to mention the flak the company would get from mothers who are angry because their children created or downloaded user-made offensive maps for their T-rated game. I'm sure Nippon Ichi isn't happen about it either because like you pointed out, it probably costs them time and money to make the changes but they have no choice in the matter.
As for whether maps matter - well, there's special terrain that give bonuses like Regenerative Healing, 2x EXP gain, etc. You don't get bonuses from height and the like, however maps can get pretty big and very tall so there are maps where you can't reach enemies and have to figure out how to get up there. It's hard to explain but a lot of maps are sort of like puzzles and there's actually ways you can adjust height and destroy terrain. So the terrain isn't really static.
